You claim to want to find peace but are creating stories about Vengeance & post-apocalypse dystopias? Ok first off the local government is enpowered to make local decisions, so lets start there. Our hero returns from war to find the utopian dream of peace, where anyone that leaves their home is executed for endangering the population. The cure to the virus is legalized drugs delivered to your door so you never have to leave. By the way the difference between a dystopia & utopia, is only in how you chose to describe it; therefor, our hero unable to accept peace rages a one man war against the the government for all the freedoms he think he's lost with no regard for the safety of others. Well I guess that make him the villain cause otherwise he accept the fact he's not in any current danger & part of living with peace requires one to forgive the past & accept the present. In other words peace requires one to stop fighting to survive.
Also Chernobyl didn't end USSR, instead it was free election that allowed the countries to vote to exit the union. I know, who would think, after several generation being told that Russia treats the union countries unjustly, when finally given a voting opportunity to stay, instead would vote to leave stability, followed by many internal wars. Heck in 2014, part of the Ukraine, voted to rejoin Russia & kicked off a war that still going on.
Also you may want to look for the My Story Animated channels, where they animate anybody's story & most are pure fiction.
